Tracy L. Brown

Executive Director

 

Tracy has twenty plus years of combined experience in the private, government and not-for-profit sector - affirmatively furthering equal opportunity, diversity, civil and human rights. She served as state-wide Fair Housing Investigations Manager for the Washington State Human Rights Commission and was liaison to the U.S Department of Fair Housing & Enforcement Office (Region X).  In her capacity as Fair Housing Investigations Manager, Tracy managed the Fair Housing Assistance (FHAP) and Fair Housing Incentive (FHIP) Programs. She also led a staff of journey-level investigators and mediators.

 

Moreover, she was an Equal Opportunity Specialist and Investigator for the Washington State Human Rights Commission, and U.S. Department of Education, Office for Civil Rights, Region X. Tracy also served as Equal Opportunity Specialist for Sound Transit - ensuring increased utilization of minority-women and disadvantaged business as one or two tier contractors and/or sub-contractors for contracts totaling up to $200 million dollars in the areas of: design and construction, consulting and small work projects. Tracy is clearly one of very few equal opportunity and diversity professionals who have investigated complaints in: employment, education, real estate transactions M/W/DBE, and places of public accommodations. She has been in the trenches and is well-respected among commissioners, directors, managers and her peers in the area of civil and human rights.

 

While serving as a journey-level investigator for the Washington State Human Rights Commission, her peers nominated and selected her for two consecutive years, for the Outstanding Work Quality Award for increasing morale, case processing and her work in the community to further civil and human rights. While at the Commission, she also received on-going recognition by govennor-appointed commissioners on her outstanding work quality and high settlements. Tracy was appointed, confirmed (by King County Council) and served as Civil Rights Commissioner for King County Executive Ron Sims. In addition, for ten years, she served as a facilitator, for the Greater Seattle Chamber of Commerce, Urban Enterprise Center, Let's Talk, Forums on Race (community, corporate and private-home dialogues on racial equity and racial healing). The forums boast speakers such as: Julian Bond, Morris Dees, The Honorable Maxine Waters, Yolanda King, Lani Guinier and many many more.

 

Within the last couple of years, she served as Director of Diversity & EO for the Federal Reserve Bank of Boston, where she established the diversity office and developed a comprehensive and integrated diversity, equal opportunity and inclusion strategy that was to be used as a model for the twelve banks. Tracy led and managed the automation of the equal opportunity/affirmative action program and bank-wide cultural assessment survey. She also designed and developed high quality annual diversity reports - 'Opportunity and Outreach' that were widely praised throughout the Banks. Moreover, she successfully presented before the Conference of First Vice-Presidents of the twelve banks, senior management and bank-wide officers on matters of diversity, equal opportunity and inclusion. In addition, she led a series of highly attended and praised monthly cultural heritage celebrations, which included inviting such groups and exhibits as: Originations (youth group), Woods School of Irish Dance, The History Project, award-winning Janis Astor del Valle as she performed 'Homage to Julia de Burgos', partnering with the Japanese Consulate as well as honoring the following five (5) women in the Boston area for their work in equity and inclusion: 1) Mary Pratt (Pitcher for the All American Girls Baseball League (’42), 2) Barbara Henry (school teacher for Ruby Bridges), 3) Dr. June Stansberry (Special-Agent In Charge, DEA), 4) Soaring Feather (Beverly Wright) former Tribal Chair, Wampanoag Tribe, Martha’s Vineyard and 5) Vivien Li, Executive Director, Boston Harbor Association.

 

She worked for IBM Corporation and Westin Hotels as Marketing and Employee Recognition Administrators respectively. At Westin she co-designed developed, led and managed a $1 million dollar international employee recognition program titled: Premier Performers.  Employees with outstanding service were nominated and chosen by their peers to become a member of the Westin All Star Team. Two employees each year were selected from hotels all over the world. Westin All Star Team employees attended an all star celebration honoring their oustanding performance and contributions. They were honored by the senior management of Westin Hotels - Harry Mullkin (Chairman & CEO), Dwight Call (President), Larry Magnan (Exec VP) and Fletch Waller (Exec VP) and others. In addition, for ten years, she operated a small minority-women owned business in which she provided diversity and equal opportunity consulting and training. 

 

She has an Executive Masters in Leadership/Management from Seattle University (3.69 GPA) and a Bachelor of Arts degree in Political Science from University of Washington. She attended two J.F.K. School of Government’s Executive Management/Leadership Programs. Tracy is also a graduate of: Leadership Tomorrow ( Seattle, WA), Leadership USA (Kellogg/National Association for Community Leadership Program), Leadership America and served for three years on a nation-wide community leadership/public policy think tank with the Kettering Foundation implementing the National Public Issues Forum Process throughout neighborhoods across the country.

 

Finally, she was profiled in several newspapers (in the Seattle area) as well as: Diversity Boston, a publication of the Boston Globe (2007),  Women’s Enterprise Magazine (2005) and Odyssey Couleur Magazine. Tracy was commissioned a "Kentucky Colonel" by Paul E. Patton, Governor of Kentucky in 1996 for her work in public service.

 

She served for two years as a board member for The City School, Dorchester, MA. Tracy was born and raised in Seattle, Washington and has made Massachusetts her home. She is currently writing a book on effective leadership – focusing on the journey within and titled: Wisdom Within the Well®, The Leadership Odyssey Within Your S.P.A.C.E., along with a series of companion products to augment the book.
